Do you understand what a pyramid scheme is? In New Zealand those who promote pyramid schemes are committing a crime. Imprisonment is the appropriate punishment. (Sadly even here in NZ, those who end up in court usually get off with claiming that they were poor deluded innocent fools. They pay a fine of a few thousand dollars, only.)
